Job Summary**
The Executive Director of Finance reports to the CFO of the health system and serves as a member of the health systems executive team partnering with all of its members for strategic decision making. Responsibilities include oversight for the coordination and administration of Muskogee assigned departments inclusive of: Finance, HIM/Transcription, Materials Management, Patient Access, Billing & Insurance Follow-up, Customer Service, CDM/CDI and Human Resources.
Essential Functions and Responsibilities**
Oversight of the organizations overall financial plans and policies, administering the accounting functions: budgeting, accounting systems, internal controls, treasury management, internal audit, taxes, corporate financial policy, revenue cycle, materials management, health information management, and decision support.
Manages and directs the Finance, HIM/Transcription, Materials Management, Patient Access, Billing & Insurance Follow-up, Customer Service, CDM/CDI and Human Resources departments. Assures that departments work closely together to effect a smooth, efficient financial operation.
Responsible for establishing and maintaining appropriate accounting systems to provide timely and accurate financial information for all departments, as well as for all external funding and regulatory agencies and the Board of Trustees. Develops and implements an internal audit program which can be used to further ensure adequate controls are in place, and acts as a liaison with independent and other external auditors to ensure appropriate and complete information is provided.
Responsible for the direction and operation of all health information functions including completion of records, coding, transcription, and release of information for all of the Muskogee medical centers, clinics and other operating entities to ensure revenue cycle and health information services targets are continuously met.
Responsible to improve and maintain quality standards, achieve savings guarantees, and exceed service level benchmarks for all aspects of the procurement cycle as it relates to materials management set annually in the health system strategic plan.
Set the expectations of the health systems business office managers and directors. Review and monitor progress in accounts receivable days and bad debt and to be a best performer as it relates to business office metrics as set annually in the health system strategic plan.
Oversight of the Human Resources functionalities, collaborating to ensure operational and strategic goals are met.
Education** Bachelor's Degree in Accounting.
Licensure, Registration and/or Certification** CPA in good standing.
Work Experience** 8 - 10 years related experience.
Knowledge, Skills and Abilities** Demonstrated track record in a financial leadership role within an acute care facility. Ability to organize, delegate and supervise professionals as well as clerical staff.
Excellent verbal and written communication skills. Knowledge of product pricing, provider reimbursement and financial requirements specific to hospitals. Ability to anticipate and model what changes in reimbursement will mean for the organization. Working understanding and appreciation of the clinical arena sufficient to provide oversight to the utilization management process.
