Financial Analyst Job Opening in Washington Navy Yard, District of columbia - Job Description: This position provides Business Financial Management (BFM) financial analysis contract support to NAVFAC HQ, NAVFAC Expeditionary Programs Office (NEPO). This position is located at the Washington Navy Yard.
Key Responsibilities:
Coordinate with the NAVFAC Comptroller?s budget and accounting analysts to ensure program funding streams are adequately established to support the overall program goals, acquisition strategy and production quantities
Prepare program funding obligation and phasing plans for each funding stream, ensure funding execution is timely and accurate, and establish management controls for all funding execution to the field offices and supporting agencies
Monitor the execution progress and analyze any variances as they occur (obligation and expenditure of funds) to insure funds are properly allocated and are being obligated in a timely manner
Continuously analyze execution plans and identify significant trends and issues for use in developing execution strategies
Prepare leadership level briefing documents
Review and evaluate funding requests from Program Managers, and advise BFM team on go/no-go funding decisions
Provide risk analysis and recommendations in allocating funds against spend plan requirements
Analyze requirements and determine the applicable appropriation for funding each requirement
Gather financial execution data from various sources, such as STARS FL, STARS HCM, COBRA, and COGNOS, for creating weekly execution reports
Determine appropriate funding vehicle for transferring funds within NAVFAC HQ, as well as to external organizations
Provide guidance and advice to the client team concerning the reallocation of budgeted funds for execution
Prepare Below Threshold Reprogrammings (BTRs), realigning funds between subheads, for submission to FMB/Navy Comptroller for processing
Prepare execution reports and briefing slides for the Navy Expeditionary Combat Command (NECC) Executive Committee (EXCOM) monthly meeting
Interface with client Program Managers, Project Managers, and Analysts in order to determine the best execution strategies for funding
Manage all aspects of the Tri-Annual Review
Participate and provide input into the annual spend plan development for the organization?s multiple appropriations: O&M,N, O&M,N/R, OPN, and RDT&E,N
Interface with the NAVFAC HQ Comptroller group to obtain additional funds for NEPO, as needed
Work with external activities to obtain funding document acceptances and contract award documentation, in order to post obligations
Monitor and analyze NEPO?s execution status, as well as provide recommendation on improvements in order to achieve mid-year and end of year benchmarks
Reconcile program disbursements
Monitors financial plan performance against program objectives, obligation and expenditure data
Act as the quick reaction response coordinator for urgent and non-routine financial management/budget matters that affect/impact assigned programs
Experience and Required Skills:
Bachelor?s degree
Minimum 3 years of work experience involving financial management or financial analysis
Knowledge of the concepts, principles, practices, laws, and regulations in support of the DoD PPBE system
Strong Microsoft Office Skills, especially in Excel and PowerPoint
Experience creating funding documents in Facilities Information System (FIS), Navy ERP, SABRS, or PRISMS
Execution tracking in STARS FL, STARS HCM, Navy ERP, SABRS, or COBRA
Ability to communicate effectively, both orally and in writing, in order to present coherent and persuasive recommendations based on sound, defendable rationale
Ability to accept differing views, make rational assessments, and present alternatives and solutions with tact and conviction
