PPBE Financial Analyst Job Opening in Washington, District of columbia - A government agency is seeking to fill a full-time position for the Deputy Chief of Staff for Operations. The candidate will assist the senior predictive readiness analyst by conducting analysis of Air Force Strategy, Planning, and Programming Process (SP3)/Planning, Programming, Budget and Execution (PPBE)-related issues associated with AF Operational Training Infrastructure (OTI). Position requires working level knowledge of Air Force Operations as well as the PPBE process, data, and related products. This position?s tasks will primarily focus on updating, expanding, and applying the Air Force Predictive Readiness Analysis Support (AFPRAS)-based modules, tactics, tools, and techniques specifically for OTI.
The candidate will perform the following duties:
· Assists the senior predictive readiness analyst by conducting SP3/PPBE-related analysis linked to Air Force operational readiness associated with AF Operational Training Infrastructure (OTI).
· Performs a variety of budget analytic functions involving formulation, execution, and analysis of budgets and economic as well as cost analysis studies for substantive programs and support activities associated with AF Operational Training Infrastructure (OTI).
· Develops strategies for Air Force current operations and successful execution of the President?s Budget.
· Conduct analysis of financial functions supporting AF/A3TI including operational, technical, and acquisition analysis in support of AF/A3T leadership.
· Monitor 100+ operational program data elements with $5B annual budget to ensure continued AF combat capability.
· Provides technical insights and independently resolves problems and issues involving the development of mathematical models and computer programs to evaluate and predict the ability to support assigned missions for all associated with AF Operational Training Infrastructure (OTI).
· Perform broad range of operations research assignments to include analysis of budget and program costs, force structure, and manpower support.
· Uses and modifies tools and methodologies in support of AF corporate structure and the AF resource allocation process and integrates with predictive readiness models, tools, analysis and methodologies.
· Establishes reliable and consistent process and/or capability to provide quick-turn decision support (two hour to four day response from question will be required approx. once every month).
· Makes conclusions and recommendations that have significant impact on the plans and decisions of senior AF management officials and resource allocation process regarding planning and acquisition of major upgrades and new system capabilities associated with AF Operational Training Infrastructure (OTI).
· Participates in studies, analyses, and evaluations to ensure AF/A3TI positions and equities are correctly addressed in the findings, conclusions, and recommendations.
· Develops guidance for and participates with planners in fiscal planning and development into the annual Planning Choices (PC), Program Objective Memorandum (POM) and Program Budget Review (PBR) for supporting AF rationale concerning planned changes to 30-year Resource Allocation Plan (RAP) and Future Year Defense Plan (FYDP) with respect to AF Operational Training Infrastructure (OTI).
· Applies expert analytic and evaluative skills to determine the actions necessary to support a variety of major missions and operational plans that are compatible with previous OSD decisions, AF strategy, policies, concepts and objectives, and congressional decisions, to provide the most beneficial range of alternatives to AF leadership.
· Represents the organization or hosts/chairs meetings, steering groups, working groups, and seminars relating to assigned programs to discuss and resolve issues of common interest necessary for a thorough AF corporate structure review. The Government will provide the Contractor direction for these meetings and is the final decision maker for any changes or recommendations.
· Articulates findings in a timely manner through briefings, email, staff packages, messages (both written and verbal), etc., for use both within the AF/A3T predictive readiness analysis team and to external agencies such as AF corporate structure.
· Provides research material, prepares briefings, prepares books, writes talking papers, conducts analyses, and prepares briefing materials in support of AF/A3T predictive readiness analysis team and AF/A3TI projects. This includes summaries of meetings attended and solutions resolved.
· Prepares AF senior leaders to defend and articulate the AF position at all levels of engagement with respect to AF Operational Training Infrastructure (OTI). This entails engaging management and coordination with air staff action officers and other A3T program element managers in a timely manner to meet suspense timelines.
· Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DoD offices to integrate AF SP3/PPBE, Congressional, and A3 support actions.
· Synchronizes with AF/A3T predictive analysis team and A3TI staff members to ensure ABIDES and RAPIDS (or designated mater databases and software tools/packages) and supporting briefing inputs are complete prior to start of AF group and board deliberations.
· Analyzes and evaluates effects of high-level decisions/impacts (Presidential, Congressional, OSD, JCS/JS) on AF OTI strategies and the ability to meet directed fielding requirements for near and long term planning. Integrates this analysis into predictive readiness models, processes, and other analytic products.
Performs all other analytic tasks in support of AF/A3TI and/or as directed.
Required Qualifications and Experience:
· Shall have a minimum of 5 years of combined experience that includes analysis and military service at the tactical, operational, and strategic levels.
· Shall have a bachelor?s degree in a field relevant to SP3/PPBE: (i.e., Management, Business Administration, Strategic Planning, , Financial Management, Accounting, and Statistics) or equivalent experience due to on the job training. Demonstrate a correlation between academic degree and PPBE-related competency necessary to contribute to predictive readiness analytic team.
· Shall have a minimum of 2 years of experience in analysis of SP3/PPBE matters including Planning Choice, POM, PBR, acquisition, and/or program management and relating corporate processes to operational readiness outcomes. Demonstrate understanding of Core Function Lead (CFL) roles and responsibilities with Headquarters Air Force (HAF) in SP3/PPBE events.
· Shall have a minimum of 2 years of experience on or supporting the Air Staff or an equivalent strategic level staff.
