The Chief Information Officer role is a leadership position responsible for information system design, analysis and implementation. The position incumbent will develop a methodology to assure the information system and its flow continuously meets organizational needs. Additionally, this person will be responsible for making recommendations regarding data collection, data input, the software needed or the internal programming necessary to meet the client flow and financial reporting requirements of a variety of programs and services. The Chief Information Officer and his/her team will also be responsible for assisting the organization in meeting all reporting requirements, developing program activity reports, maintaining all existing automated systems and advising the CEO and the Executive Team on digital tools and advancements to support clinical services and supports and promote physical and behavioral health care integration. This position will provides leadership to a team of professional and support staff. The CIO will be expected to assist staff, leadership and management in providing meaningful information to facilitate decision-making processes. This position serves as the NLCMHA Security Officer.
ESSENTIAL POSITION FUNCTIONS:
Provides Supervision for Team Supervised:
Supervises Data Processing activities, assures information systems can collect and be able to transmit transactional and required or mandatory summaries. (i.e. Performance Indicator, MUNC, HMP, General Fund, and sub-element reporting).
Capital project planning (budgeting and replacement schedules) related to Information Technology hardware and software.
Responsible for the development, operation and coordination of a major unit within NLCMHA?s operations.
Carry out supervisory responsibilities in accordance with NLCMHA?s policies and applicable laws. Responsibilities include team participation in the process of interviewing, hiring, and training employees. Conducts supervisory sessions, activities, and professional development planning for team members.
Completes performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary. The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this network operation system and workstation stability through uptime of at least 95% during business hours. Has an established emergency operations process to allow business operations to continue in the face of system loss. Provides best value possible while keeping within organizational budget parameters. Coordinate staff expertise in software design, implementation, and maintenance based on the understanding of NLCMHA organizational needs. Attends educational seminars to remain current on information systems technology in order to effectively set the information technology direction for the agency and to specifically identify and implement hardware/software technologies at the Agency as appropriate. Administrative Services Leadership Team Member: Communicates the organization's administrative services goals to the team supervised and ensures the team understands its role in attaining those goals
MINIMUM EDUCATION & EXPERIENCE:
Bachelor's degree in Computer Science, Information Systems Management, Health Informatics, and Business Administration with an Information Systems focus or other computer science/information systems related curriculums.
Five years experience in data management and data retrieval and analysis is required. A graduate degree may substitute for some experience.
Demonstrated ability to utilize critical problem-solving skills
Query writing and experience working in a healthcare environment is highly desirable.
