Job Duties:
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Performs functional supervision over budget activities of the Trade grant; and performs other duties as required.
Coordinates and oversees Trade budget activities of programmatic staff and the 10 area development districts (ADDs). Provides guidance on how the budget process works, allowable expenditures, timeframes and reporting requirements.
Receives and analyzes specific workforce reports for each area district and using a complex formula provided by the federal grantor determines what portion of the grant will be awarded to each of the 10 ADDs and agency programmatic staff. Coordinates with ADDs and agency programmatic staff to build a budget for each with an appropriate distribution of funds to a variety of budget components, which include but are not limited to salaries, operational costs and indirect costs.
Monitors funding streams and ensures budgets and expenditures comply with complex technical policy requirements, which vary depending on the type of expenditure. Ensures 80% of agency Trade funds are obligated within the first year. Reviews and adjusts allocation for agency and notify agency management and/or programmatic staff of potentially unobligated funds and work with them to determine appropriate plans of action to ensure funds are spent timely and in compliance with federal
Coordinates the work of employees who review the requests for draw down of funds from the area districts and reviews any requests/invoices that are questionable and/or not allowable.
Meets with program managers monthly to review budget, discuss any changes or concerns related to expenditures; provides assistance in finding appropriate and allowable expenditures. Prepares summary for management of questions or concerns.
Creates and maintains multiple reports required quarterly by the federal government related to the state?s use of WIOA funds. Performs other duties as assigned.

Minimum Requirement - Education :
Graduate of a college or university with a bachelor?s degree.
Minimum Requirement - Experience :
Must have four years of professional experience in management, administration, statistical analysis, accounting, auditing, planning or a related field.
Substitute Education for Experience :
A master?s degree in public or business administration, statistics, planning, accounting, economics or a related field will substitute for one year of the required experience.
Substitute Experience for Education :
Professional experience in management, administration, statistical analysis, accounting, auditing or a related field will substitute for the required education on a year-for-year basis.
