POSITION: Administrative Services Director
HOURS: Full time (40 hours/week); Exempt (not eligible for overtime)
SALARY: $78,580 - $116,777 (10 steps) year; Life and 403(b) Savings plans; paid vacation and sick leave.
QUALIFICATIONS :
Education: Required: Bachelor?s degree in business administration, information technology, finance, public health administration or related field, with a Master?s or JD degree in law preferred.
Skills/Knowledge : Required:
At least 5 years? experience in general management positions, with a minimum of 3 years of supervisory experience;
Excellent computer skills with proficiency in Microsoft Office programs;
Experience providing overall direction to information technology staff, including networking, hardware, software and data management.
Experience in negotiating and management of government contracts;
Experience with Safety and Risk Management;
Excellent and effective interpersonal skills and a collaborative management style;
High comfort level working in diverse environment;
Excellent communication skills both verbal and written.
Preferred: Experience in development, installation and management of data networks, data systems, and data analysis, including outcome measurement; Knowledge of trends in local, state and federal policies and funding in the behavioral healthcare industry; experience with Electronic Medical Record Systems.
JOB DESCRIPTION : The Administrative Services Director reports to the Executive Director, interacts with the Board of Directors, serves as a member of the management team and contributes to the development and implementation of agency strategies, policies and practices. The Administrative Services Director directly supervises the IT Department and other office staff as assigned, and has primary responsibility for:
Purchasing/Cost Management
Directs purchasing and management of office equipment, furnishings, security cameras, and phone systems, including office systems and cell phones.
Directly negotiates contracts for purchase of fleet vehicles, office supplies, food supplies, and other materials for which it is determined that contracting is appropriate.
Ensures efficient management of property utilities, including review and negotiation of rates and discounts.
Negotiates and oversees leases and contracts with vendors, property owners and contracts with sub-providers; monitors to ensure compliance by Interim or third party, as appropriate; tracks and maintains records for completion and/or renewal.
Business Development
Performs feasibility analysis and develop business plan for service expansion including private or insurance paid services, expansion into other geographic areas, or new lines of business.
Assists in evaluation of other potential markets for agency services.
Compliance
Serves as the Agency Compliance Officer;
As needed, assists agency managers who encounter compliance issues;
May receive directly from staff or from functional managers reports of potential violations and follows up promptly with appropriate management;
Ensures Executive Director and Board of Directors are aware of significant issues of compliance that may arise from time to time; provide annual report of violations to Board of Directors;
Plans and provides guidelines for development of specific compliance procedures through the development, revision, and ongoing monitoring of agency compliance policies and process.
Plans and provides support for compliance educational training and programming.
As needed, works with functional managers to recommend controls to prevent and reduce errors, and to identify wrongdoing.
As needed, works with functional managers to implement remedial actions, and take appropriate corrective and disciplinary actions.
Risk Management
Primary responsibility for agency risk management planning and compliance, including development, update and oversight of risk management plan and all areas of risk compliance, excluding clinical records (except as required in role as HIPAA Security Officer).
Serves as agency HIPAA Security Officer responsible for ensuring the agency?s physical and electronic/digital security; oversees issues related to resolution of complaints from employees and community members.
Reviews legal contracts, as assigned; monitors and ensures agency compliance with provisions.
Responsible for all areas of compliance of administrative areas for accrediting and certifying bodies including CARF and others as assigned.
Responsible for agency safety program and compliance with OSHA.
Responsible for developing and implementing accessibility plan and compliance with ADA regulations.
Information Technology
Directs Information Technology Department staff, as well as supervises and monitors IT network consultants;
Oversees annual planning of hardware & software purchases and replacement;
Working with consultants, determines and implements the most effective network design and administration;
Ensures appropriate steps are taken to maximize network and data security;
Works with users to plan and implement appropriate data systems to enhance operational efficiency and meet outcome measurement goals.
Coordinates IT issues with funders, including Monterey County.
Performs special projects as assigned by the Executive Director. Other duties as assigned.
PHYSICAL AND SENSORY REQUIREMENTS: Ability to drive an automobile to travel to program sites and meetings, ability to see well enough to read data on a computer screen, ability to hear normal conversations and answer telephone, ability to communicate with other staff; hand, finger and body coordination sufficient to write clearly and to input data into a computer. Capable of the following extended activities: sitting, working on keyboard. Capable of the following intermittent activities: lifting up to 25 lbs. to move materials/computers, bending to access files and copier; standing to give presentations, climbing stairs.
REQUIREMENTS: Over 21 or at least two years? driving experience; valid California driver's license; own vehicle in good operating condition; auto liability insurance and a good driving record; criminal record clearance; ability to pass physical exam; verification of citizenship or eligibility to work in the United States.
