Job Summary
This position serves as the Budget Manager under the direction of the County Commissioners. The Budget Manager has overall responsibility for the development of the budgets and associated policies, processes and procedures, as assigned by the Board of County Commissioners. This position routinely provides detailed analysis in support of budget decisions and plays a central role in the County?s determination of its mission, functions, and service levels, and financial forecast planning. This position works collaboratively with other county elected officials and department heads on financial and fiscal projects.
Examples of Duties

Plans, organizes and coordinates the development, preparation, implementation and evaluation of the County?s annual budget and the facilities and parks component of the capital improvement plan. Develops policies, procedures, and forms for the preparation and administration of the budgets. Prepares and publishes the annual adopted budget document in compliance with the standards of the Generally Accepted Accounting Principles, GASB standards and/or Government Finance Officers Association, as appropriate. Assists the Chief Finance Manager in the implementation of the State Auditor?s Office recommendations resulting from any audit process. Works with the Chief Finance Manager through the Audit Committee to develop county wide financial and fiscal policies and procedures. Provides support for countywide strategic planning, performance measurement, grant and revenue enhancement / guidelines and project management functions. Tracks contracts and services agreements for compliance with law, regulations, budget and the Commissioners? direction.
Develops and directs all day-to-day budget, budget forecasting and related operations and policies, establishing and improving procedures, forms, and systems within the framework of the budgeting, process. Conducts complex budgetary and financial analyses; monitors legislation and regulatory changes, and provides support to County Commissioner?s, elected officials, Department Heads, senior management, and County departments on budget related issues. Provides yearly budget worksheets and notices and facilitates budget workshops.
Prepares all legally required budget amendments for Board approval and verifies that the budget and all amendments are correctly adopted, processed and posted to accounting records. Develops or facilitates special projects requiring extensive research, interpretation, and/or review of statistical data. Provides costing of new proposals by County Departments and assesses budget impacts. Conducts studies and costing regarding complex labor relations financial matters for Human Resources.
Initiates, develops, and prepares monthly reports, revenue and expenditure reports, charts and comparisons for elected officials, departments and general public. Provides monthly updates on the county web page reports. Brief regularly with the County Commissioners on financial matters and provide reports.
Prepares annual levies for Current Expense, Mental Health and Veterans? Assistance Funds and other levies as directed by the County Commissioners. Prepares budgets for those funds under the control of the Commission and as directed. Monitors unemployment fund and review allocations countywide.
Develops and administers the County wide risk management program. Represents the County in the insurance risk pool program and serves as an alternate to the Washington Counties Risk Pool. Processes all liability claims with the assistance of the Washington Counties Risk Pool and the Prosecuting Attorney?s Office. Acts as liaison with attorneys and adjusters in the settling liability claims. Reviews claims and incident reports to assess liability and minimize exposure to accidents and injuries. Establishes and administers tracking systems to ensure proper evaluation, control and documentation of liability claims against the County. Administers tracks and processes renewal of all insurance policies. Serves as county contact regarding all property and liability insurance issues. Assists departments, adjusters, and insurance companies with the County filing claims against insurance policies. Maintains and monitors all documentation required by the Risk Pool. Acts as Property Manager for the County.
Qualifications
Fundamental principles and practices of administration including budgeting, and fiscal practices.
Professional accounting principles, practices and procedures.
Generally Accepted Accounting Principles (GAAP),
Washington State Budgeting, Accounting and Reporting System (BARS).
Local laws and regulations relating to special revenue funds.
Management and supervisory principles and practices.
Ability to
Analyze, interpret and prepare account reports and financial statements.
Develop program goals and objectives.
Plan, organize and oversee assigned work programs, including monitoring work schedules and evaluating the work of staff.
Establish and maintain effective working relationships with employees, department directors, elected officials and the general public.
Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.
Maintain the confidentiality of sensitive and confidential information.
Ability to meet deadlines and multi task in a fast-paced environment.
Physical ability to perform the essential functions of the job.
Education and Experience - Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:
Bachelor?s degree in accounting, finance, business or related discipline and at least five years of governmental / professional experience. Public sector analytical accounting, budget preparation and budget forecasting / costing experience is preferred.

A valid driver?s license is required for this position.
