Position Summary:
Serves as Chief Financial Officer for AAMVA, a $40m+, 150 employee not-for-profit organization that represents jurisdictional officers in the United States and Canada who are responsible for the administration and enforcement of laws pertaining to motor vehicles, driver licensing, highway and traffic safety. The position reports to the President & Chief Executive Officer (CEO) and is responsible for all financial activities for the Association and its affiliates including, but not limited to:
Accounting and financial reporting
Strategic budgeting
Investment management
Business/financial planning
Government contracts and grants compliance
Audits
Billing
Accounts Payable
Cash flow
Essential Duties and Responsibilities:
Leads the accounting, finance department, contracts, and procurement functions.
Oversees financial and accounting system controls and standards and ensures timely financial and statistical reports for management and or Board of Directors use.
Supports the Finance, Investment and Audit (FI&A) committee of the board.
Demonstrates the ability to communicate with and gain the trust of senior staff and executive leaders.
Develops and implements financial management strategies for the Association and its affiliates in coordination with the Finance Investment & Audit (FI&A) committee and the Board of Directors.
Creates, coordinates, and evaluates the financial programs and supporting information systems to include strategic financial plans, operating budgets, and capital budget.
Coordinates the preparation of financial statements, financial reports, special analyses, and information reports.
Supports changes and improvements in automated financial and management information systems for the organization. Ensures all systems related to financial records are maintained in accordance with Generally Accepted Accounting Principles (GAAP).
Demonstrates proactive approach to ensuring outstanding financial audit?s each year.
Ensures compliance with local, state, and federal budget reporting requirements, which includes compliance with all appropriate procedures related to government grants and contracts.
Establishes and maintains appropriate internal control safeguards.
Works closely with external investment advisors and monitors the performance of the investment portfolio. Communicates with FI&A and the Board of Directors on a regular basis regarding the status of the investment fund and any changes that are recommended.
Analyzes cash flow, cost controls, and expenses to guide business leaders.
Monitors and communicates the financial condition of the Association and develops alternative courses of action based on results.
Remains current on regulations, industry trends and practices, and applicable financial reporting laws. Consults with auditors and legal counsel on relevant matters.

Controller, Director, Program Business Services/ Contracts Administrator, Senior Manager, Procurement, Director of Financial Planning and Analysis
Qualifications:
Formal Education:
Bachelor?s degree in Accounting/Finance or related field. Master?s degree preferred.
Knowledge, Skills and Abilities Required:
Knowledge of finance, accounting, budgeting, and cost control principles including (GAAP)
CPA preferred
Strong knowledge of automated financial and accounting reporting systems
Experience with MS Dynamics SL and Cognos a plus
Ability to think strategically, experience in strategic planning and execution.
10 to 15 years of professional experience in accounting and financial management, preferably in government contracting and non-profit industry
Accounting experience with federal government contracts and grants compliance, specifically Super Circular 2 CFR & 200, 230
Audit experience
Knowledge of contracting, negotiating, and change management
Ability to analyze financial data and prepare financial reports, statements, and projections
Leadership and supervisory experience
Requires strong written, verbal, and interpersonal communication skills.
Ability to motivate teams to produce quality materials within tight timeframes and ability to simultaneously manage several projects.
Ability to participate in and facilitate group meetings
