Accountant/Fiscal Analyst III Job Opening in Columbia, South carolina - Job Responsibilities:
Performs front-line professional accounting duties. Assists in the creation and maintenance of budgetary documents, reports and transactions. Assists in the development of the agency's detailed budget; the creation of budgetary presentation materials and legislative budgetary reports and documents. Tracks and monitors the budget to ensure adequate fund availability; prepares monthly budget report for management's review.
Audits and processes all accounts payable invoices for payment approval.
Prepares accounts receivable invoices, credit interdepartmental transfers and back-up documentation; tracks reimbursement receipts and deposits all monies; monitors revenue account balances.
Analyzes, prepares and distributes various internal and external reports; prepares or assists with the preparation of external financial reports including GAAP closing packages. Provides financial information in order to assist with agency audits. Assists with developing and maintaining internal accounting controls, policies and procedures. Reviews, analyzes and evaluates existing policies and procedures to develop improvements in efficiency, effectiveness and productivity.
Processes transactions concerning assimilation of payroll information, the distribution of payroll checks, the recording of financial transactions and the balancing and reconciling of accounts; assists with maintaining employee payroll records and reports.
Maintains the capital asset inventory in SCEIS and assigns inventory numbers.
Agency Minimum Qualifications*:
A bachelor's degree in accounting, finance, business or related field and professional experience directly related, such as accounting, auditing, or finance.
*Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.
Additional Requirements:
Knowledge of the principles, practices, theories and terminology of accounting, budgeting, financial management or investment. Knowledge of state government fiscal accounting processes. Knowledge of financial EDP systems. Knowledge of financial statement analysis. Knowledge of state and federal regulations and laws applicable to the area of employment. Ability to proficiently apply mathematical concepts. Ability to analyze and interpret complex financial data and reports. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively, verbally and in writing. Must be proficient in Microsoft Office. Maintain discretion and confidentiality; exercise good be able to safely lift and carry files, supplies, boxes, etc. weighing up to 20 lbs. Must be able to sit, stand and walk for intermittent periods of time. Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment
Preferred Qualifications:
Experience utilizing SCEIS/SAP, Business Warehouse and Business Objects is preferred.
