We are a product team of developers, QA experts, analysts, product owners, DBAs, architects and lean/agile leaders who are looking for an experienced Business Process Analyst to help us with our business focused testing. Our product team is responsible for the execution and management of a suite of applications within the Division of Welfare. These applications support numerous benefits programs including (but are not limited to):
Medicaid
Aid to the Aged Blind Disabled (AABD) Cash
Temporary Assistance to Families in Idaho (Idaho's TANF funded TAFI program)
SNAP (Food Stamps)
Child Care Program (ICCP)
The suite of applications our team supports includes (but is not limited to):
Idaho Benefits Eligibility Case Management System (IBES)
Online Data Verification Aggregator (eVerif-I)
Electronic Case File document management system (eCasefile)
Web-based Customer Self-service Portal (idalink)
We are seeking a person that can take the business needs and product requirements and analyze and help validate our automation solutions to ensure they support our customers. The ideal candidate thrives in a fast-paced and dynamic work environment that requires strong problem solving skills, independent and self-directed style, and an aptitude for team collaboration and open communication.
The Business Process Analyst needs to know how to integrate the customer?s perspective and the technology perspective into the team?s day-to-day work. We expect the business process analyst to utilize active, incremental feedback loops to ensure common understanding across the teams and stakeholders. It is desired that the candidate have demonstrated servant leadership skills with a focus on supporting and guiding teams toward achieving desired results through deep understanding of business needs, success criteria and expected outcomes.
In addition, we are looking for a Business Process Analyst that has experience working with and supporting cross-functional teams in an agile environment. Our teams are performing product development and production support using Scrum, Kanban and SAFe frameworks and processes. It is important that the person we hire understands how to work as a member of an agile team, collaborating closely with the members of the team to gather and analyze business information to understand functional and non-functional requirements.
Agency Expected Deliverables
Education: The candidate must have a four-year college degree or equivalent technical study and subject mastery.
Experience:
The candidate must have nine or more (9+) years of experience as a business analyst for software applications and/or web applications to include writing use cases, developing test scenarios and working with teams in an agile software development environment.
Role Description:
· Participate in a team of individuals in the Automation Integration Bureau functioning as a Business Analyst supporting customer focused testing of several large automated systems within the Division of Welfare
· Works as a customer advocate on a business testing team supporting validation of software developed incrementally by several product development teams
· Support the testing team in documenting test plans: objectives, scope, approach, assumptions, dependencies, risks and schedule for a particular release
· Works closely with engineers developing automated tests to ensure alignment with customer needs, process flows and system requirements
· Works closely with business testers developing manual User Acceptance Tests to ensure alignment with customer needs, process flows and system requirements.
· Reviews, analyzes, and evaluates business systems and user needs
· Facilitates the discovery of as-is and to-be business processes
· Documents business processes in a manner that facilitates long term maintenance, business process automation, and process improvement
· Provide documentation of deliverables and knowledge transfer
Skills and knowledge in the following areas:
Supporting agile teams by collaborating with business managers, subject matter experts and specialists in policy and operations to ensure automated functionality meets business requirements, implementation parameters, readiness plan components, and timelines
Coordinating and facilitating the gathering of business and system requirements in support of incremental and iterative system development
Developing key deliverables within the agile development process; user stories, acceptance criteria, business-focused test scenarios, solution models, as-is and to-be process models, user story maps, user personas, light-weight functional and non-functional requirements and product roadmaps
Working with customer business units to understand their business processes
Performing workflow design and process improvement
Understanding and reviewing test models for product test and release control (plans, data, and scripts)
Understanding and reviewing test plans, test scripts, test cases and links that connect to requirements and done criteria
Performing testing on software applications and/or websites
Writing and executing SQL statements to analyze data in support of business analysis and testing
Demonstrating strong organizational and communication skills and attention to detail
Creating and maintaining high-quality documentation of all relevant specifications, systems, and procedures
