Sr. Pricing/Program Control Analyst Job Opening in Huntsville, Alabama - SPS is looking for a mid to senior level pricing/program control analyst who is looking for the opportunity to support the proposal team in the creation of pricing strategies and then carrying those strategies out to successful and compliant proposals. This position offers the challenge of working with multi-function teams and provides the right candidate with visibility into our executive level proposal reviews. The successful candidate will partner with Program Leaders and will be viewed as a critical element of our Business Development Process. The successful candidate must be able to work in a fast paced environment while interfacing with Executive Management, Accounting, Contracts, Program Management, and Capture and Proposal teams.
Pricing Analyst responsibilities include cost estimation and cost volume development efforts for firm proposals, ROM estimates, and task/delivery orders of various contract types. Ensuring compliance and schedule adherence are of paramount importance.
Acts as Cost Volume Lead and provides senior pricing support on cost proposals which often include larger, more complex efforts.
Develops, analyzes, evaluates, coordinates, prepares, supports and oversees cost proposals to mainly government customers.
Generates pricing instructions and RFP products for subcontractors.
Supports audit requests, fact-finding, and negotiation discussions and the program budget baseline process.
Prepares and presents costs estimates to management, customer representatives and Government audit agencies.
Ensures adherence to Federal Acquisition Regulations, Truth in Negotiations Act, and SPS policies and procedures with regard to cost proposal preparation, review, submission and negotiations.
Adherence to FAR, DFAR, DCAA, TINA, CAS and corporate policies and procedures with regard to cost proposal preparation, review, submission and negotiation
Review and approve Requests for Proposals (RFP) and proposal documents for protection of the company pricing approach, satisfaction of customer and adherence to company policy.
Ensure Estimating System compliance and provide interpretation of RFP requirements.
Interact with personnel and management at all levels; will interface and coordinate with other business management leaders and staff on a daily basis.
Provide reviews of all estimates prior to delivery and review by senior management.
Able to develop Cost Volumes; ensuring RFP compliance experience in regard to validation of estimates and estimating approaches to include ability to provide detailed review of, and provide value added input to BOEs
Support in this fast paced environment will require periodic extended hours of evening and weekend support to meet critical proposal schedules and deadlines. Some travel may also be required.
The Program Control Analyst responsibilities include:
Provide support to Program Managers in the preparation and analysis of complex project data and other complex contract, project or business related tasks.
Ensure compliance with internal procedures and government procurement regulations.
Develop financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements.
Develop contract plans and forecasts.
Monitor performance against plans/forecasts to ensure contractual financial obligations and corporate profit goals are met.
Provide weekly and monthly reporting for distribution to executive and program management as well as external customers.
Prepare/Review contract invoices for accuracy and completeness.
Conduct complex financial analysis (variance, risk, profit/loss analysis, etc.).
Perform non-routine analysis and prepare non-routine financial reports.
Liaison between operations and other administrative support organizations on financial issues.
May review the work of others and be able to detect errors or needed modifications.
Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor?s degree and eight (8) years of experience in the federal contracting arena with a comprehensive knowledge of pricing, contracts, and business management.
Knowledge of FAR/DFARS/CAS and other government regulations required
Advanced Microsoft Office proficiency
Secret Government security clearance.
Preferred Qualifications:
Proficiency with Deltek CostPoint. Version 7 preferred.
Cognos report writing ability
Ability to be a team player, independent, proactive, and possess excellent problem solving and organizational skills
