Director of Parks & Recreation Job Opening in Saint Charles, Missouri - This is a full-time, 40 hour per week position which includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee health, dental, life, disability, retirement and tuition assistance programs. _ This is an appointive position and is not covered by the County Merit System ._ *The St. Charles County Charter requires that within one hundred twenty (120) days of appointment, each department head shall be a resident of St. Charles County.
JOB DESCRIPTION: The purpose of this position is to manage all aspects of the Parks and Recreation Department. The position also involves specific functional responsibility for all planning activities for the Department including of properties, and oversight of open, operating parks. Works closely with citizens, Parks and Recreation?s Advisory Board, and the County Executive to develop primarily an open space recreation system which provides self-directed experiences in a natural setting. Oversees internal park Master Plan development using sound environmental principles for presentation to administration, Council, and public groups. Implements park development projects through firms. Develops and maintains working relationships with local municipal parks and recreation agencies; local, state and federal governmental agencies; and private and public organizations to facilitate potential partnerships. Develops working relationships with the public to keep them informed as to new park acquisition, development projects, and opportunities for public involvement. Develops and monitors the capital and operational budgets. Participates in the development, implementation, maintenance, and enforcement of departmental policies, procedures, work methods, etc. Leads development of business plans and programs that support the Parks mission, and drive attendance at and awareness of the system. Develops park maintenance and management plans, including requests for proposals, negotiation of contracts and evaluation of contractors. Develops revenue and expenditure projections for program proposals.
Candidates must have experience in setting goals and performance targets, identifying appropriate metrics for measuring performance, and managing a team to successfully achieve goals. Customer service orientation, focus on employee development and emphasis on continuous improvement is required.
REQUIREMENTS : Bachelor?s degree in Parks and Recreation or a closely related field. Certified Parks and Recreation Professional (CPRP) accreditation preferred. Five years of administrative experience with progressively increasing job responsibilities, including five years? experience as a Director or major Division Manager. A combination of education and experience that provides equivalent knowledge, skills and abilities may be considered. A thorough knowledge of public park and recreation administration, including principles of organization, accounting and budget preparation. Must possess outstanding leadership, business and communication skills with the ability to communicate the vision of the St. Charles County Park System.
