JOB SUMMARY: Under normal supervision, is responsible for planning, designing, implementing and maintaining the enterprise wide area and local area data network. Maintains good communication with both internal and external customers. Exhibits high level of technical knowledge of networking, makes solid and well thought out technical recommendations to the Supervisor of Network Services.







ESSENTIAL DUTIES & RESPONSIBILITIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment.







30% Network Performance and Operations



Identifies and implements performance and operational improvements. Assists with monitoring and identifying performance and operational problems. Assists with network performance trending, documenting, and reporting.

Conducts network capacity planning and assists with capacity monitoring and reporting.

Creates and maintains network documentation.

Orders, installs and configures WAN circuits.

Assists with notifying and alerting appropriate IT and Clinic staff for all network and system outages and slowness (planned and unplanned) as well as any network changes (as part of change management). Assists with documenting and reporting on all outages and slowness.

Assists Security with: identifying security breaches and responding to these breaches; identifying, evaluating, and implementing hardware, auditing the network; and maintaining security incident response procedures.





25% Hardware devices and software, new technologies, projects



Plans (including cost estimates), designs, configures, implements, maintains, and supports network infrastructure firewalls, network devices, network software, network management tools and software. Assists with security projects, as needed or requested by Security. Assists with server projects, as needed or requested by Systems Engineering.

Assists TeleCom/Security teams with designing, configuring, implementing, maintaining, and supporting security management tools and VOIP technology.

Communicates at a level in which other departments and customers can understand.





15% Strategic planning, disaster recovery and redundancy



Assists with creating and maintaining short and long-term network architecture plans (including cost estimates) and connectivity strategies for the data network.

Identifies single points of failure in the network. Helps implement disaster recovery and redundancy plans.

Assists with the recovery from a disaster or major network or system outage.

Provides detailed project management documentation for major network projects and strategic network growth plans.





10% Change management and patching



Initiates change requests and reviews with appropriate IT and Clinic staff according to the Change Management policy.

Communicates and reviews post change status and results with appropriate IT and Clinic staff. Updates network documentation to reflect changes.

Notifies and communicates emergency changes with appropriate IT and Clinic staff.

Identifies required patches to network devices, tools and software. Installs required patches to network devices, tools and software.

Documents and reports on all network changes.





10% Trouble shooting and resolving problems



Does problem identification, isolation, resolution of more complex 2nd and 3rd level problems.

Assists with escalating problems when necessary and leads in providing proper documentation and communication. Assists with coordinating technical staff support (internal and external) for escalated problems. Works to resolve all issues in a timely manner.

Assists with logging, documenting, and communicating problems and resolutions.

Assists with creating and implementing problem incident response procedures.

Assists with proactively identifying more complex problem areas with trending activities and reports.





5% Backup, restore, and system recoveries



Sets up backup/restore for network devices and systems.

PREFERRED QUALIFICATIONS:







Knowledge, Skills & Abilities: Note that these requirements are representative, but not all-inclusive, of the knowledge, skill, and ability required to perform this job.







Knowledge: Solid understanding of network operating systems; network security procedures, audits, quality of service (QOS) products. Understanding of network protocols; VOIP, TCP/IP, ATM, SNMP, OSPF, PPP, etc. Understanding of all layers of the OSI model with specific emphasis on layers 1 through 4 and especially layers 2 and 3. Knowledge of VLANs, VLAN trunking and tagging, VLAN routing. Knowledge of wireless technologies. Knowledge of the connectivity options for centralized storage (iSCSI, CIFS & NFS, fiber channel). Understanding of how to protect a network from both internal and external attack. A working understanding of the change management process.







Skills: Excellent problem troubleshooting skills. Excellent interpersonal and presentation skills. Excellent multi-tasking skills.







Abilities: Ability to effectively plan (including cost estimates), implement and support strategic, disaster recovery, and redundancy plans. Ability to identify, plan (including cost estimates) & implement new data network technologies and projects. Ability to do network capacity planning and implementation. Ability to set up backup/restores of systems, identify and install network patches, and create and maintain network documentation. Ability to utilize network sniffing and server ?perfmon? logging to analyze and resolve pervasive network issues. Ability to configure and troubleshoot WAN, LAN, WLAN technologies. Ability to configure, implement, maintain and monitor firewalls. Ability to be professional, calm and collected, even in the face of serious adversity. Ability to develop and maintain good vendor and business-partner relationships. Ability to discuss technical issues at differing levels of understanding. Provide superior service, communicating clearly with IT and Clinical staff. Able to work independently and in a team environment.







Education: Bachelor?s Degree required, or comparable experience.







Experience: Minimum of two (2+) years of network engineering experience focused on designing, planning, implementing, and maintaining secure local and wide area data networks. Experience with TCP/IP; routers/switches; wireless; DHCP/DNS; Cisco, Palo Alto, Foundry and F5 equipment; and Extranet/VPN/Firewall/PPTP/IPSEC. Familiar with a variety of monitoring tools including but not limited to: MRTG, Insite, Cisco Works, IronView, What?s Up Gold, NetQOS, and Cisco Prime/DNA Center. Experience with VOIP and voice networks preferred. Experience with NESSUS Vulnerability Scanner. Experience participating in Audit compliance.







Certificate/License: Cisco CCNA, Cisco CCNP, etc. preferred.
