Chief Financial Officer (CFO) Job Opening in Manchester, New hampshire - The Chief Financial Officer (CFO) is responsible for leading, planning, organizing and overseeing all financial operations of MCHC in accordance with policies established by management and the Board of Directors.
RESPONSIBILITIES & AUTHORITIES:
General Management:
The CFO shall function as a member of the Senior Management team at MCHC. As such, the CFO shall work to ensure the continuity of operations in the absence of the President/CEO and shall assist in the development of policy and procedures to be acted upon by the Board of Directors.
Responsible for attendance and reporting to the Finance Committee of the Board as well as the full Board of Directors meetings. Involvement with other Board-level committees may be frequent.
Responsible for the recruitment, training, supervision and performance evaluation of subordinate personnel in accordance with MCHC policies.
Financial Management:
The CFO is responsible for the development, implementation and monitoring of all financial systems, records and controls encompassing accounts payable, general accounting, grants/contracts, payroll and the custody and control of MCHC assets in accordance with MCHC policy and Generally Accepted Accounting Principles (GAAP).
Responsible for all financial and statistical reports to be presented internally as well as those necessary for external third parties and regulatory agencies. The CFO shall actively participate in all audits by third parties, regulatory agencies and in the annual audit for the Board of Directors.
Responsible for assisting in the development of annual goals, objectives and long term planning used in conjunction with the development of the annual operating and capital budgets. Involvement with the Strategic Planning Committee, as it relates to financial planning is key.
III. Management Information Systems:
Responsible for the management of MCHC?s computerized information systems through the Director of IT. The Director reports to the President/CEO managerially and to the CFO on IT systems issues.

IV. Manchester Community Health Center Representative:
The CFO shall be involved in the activities of external organizations (i.e. The City of Manchester, Heritage United Way, Bi-State, NACHC, CHAN, NHHAN, etc.). As necessary, shall serve as a staff representative of MCHC to such organizations as well as the various committees of the Board, as indicated.
Additional Responsibilities:
The CFO shall assist in the development and implementation of program additions or expansions and shall assist in the acquisition of appropriate funding to support program objectives.
Responsible for the day-to-day management and operations of MCHC in the absence of other Senior Serves as the primary staff person responsible for the development and execution of corporate compliance activities. Although not serving as MCHC?s Compliance Officer, the CFO chairs the Corporate Compliance Committee and is responsible for completion of the Corporate Compliance Plan.
Provides oversight to and/or otherwise serves in these important capacities:
Management of all insurance programs, including FTCA malpractice coverage.
Trustee and administrator of MCHC?s 403(b) plan.
Primary contact for federal and state reporting mechanisms, including UDS, FSR and other grant specific financial and statistical reporting.
Fiscal policy development, oversight and maintenance.
Primary contact with banks and other financial institutions.
Overall grants management responsibility regardless of the source.
QUALIFICATIONS:
Education/Training: Five years experience in overall financial management, including at least three years with direct supervision of accounting personnel preferable in a not-for-profit health care facility. Experience should include a broad range of financial/ accounting/IT responsibility.
Federally Qualfied Health Care Center experience (FQHC)
A Master?s level degree in a related field (experience may be considered as a substitute).
