Job Summary:
Employ Milwaukee manages Midwest Urban Strategies, a regional workforce partnership dedicated to building a stronger foundation for regional economic growth and stability. Under the leadership of Employ Milwaukee, the partnership administers federally-funded job training programs under the programmatic umbrella of ?Compete Midwest?.
Compete Midwest program management functions are housed in Employ Milwaukee and its monitoring and compliance framework encompasses independently-run programs in Detroit, Cincinnati, St. Louis, Minneapolis, Gary, and Kansas City. Through Compete Midwest, Employ Milwaukee works closely with the Workforce Development Boards in these cities to integrate education, training, and career readiness programs, broaden the regional pool of qualified workers, thereby making the Midwest a more competitive environment for industries and employers.
Compete Midwest serves seven urban epicenters in the Midwest and it targets high-growth sectors of Advanced Manufacturing, Financial Services, Healthcare, and Information Technology and related fields.
The Compliance Coordinator will report to the Director of Special Initiatives and provide a range of both contract compliance and project management support over the entire lifecycle of the contracts administered by our Compete Midwest partners. This begins with the initiation of a contract through award, to ongoing documentation and data compliance, to larger outcomes management and program growth.
Minimum Education:
Bachelor?s Degree in Education, Human/Social Services, Social Work, Business or related field.
Minimum Experience:
Two years of contract monitoring, contract development or contract management experience for workforce or economic development programs.
Minimum Knowledge, Skills & Abilities:
Strong verbal and presentation skills including group speaking.
Strong written communication skills including ability to write routine reports and correspondence.
Must be a problem solver with analytical skills and the ability to think independently, willing and able to work effectively without consistent availability of supervision and training.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
Strong skills using PC applications including MS Word, Excel, PowerPoint, Outlook, and the Internet.
Duties and Responsibilities:
Develop, strengthen, and apply a fundamental knowledge of key principles of effective project management in order to work efficiently and at scale.
Identify operational areas where business process can be improved and optimized to improve performance.
Maintain up-to-date physical and digital documentation to validate performance for all Compete Midwest partners.
Practice ongoing quality assurance activities according to standard operating procedures in coordination with data, fiscal, and other program staff to collectively ensure contract compliance.
Perform data entry into data management systems as required and assist with the upload of information and/or performance reports as required by grantors.
Ensure that his or her supervisor is consulted when: (1) a subcontractor's performance is not satisfactory or problems with the subcontractor are anticipated; (2) the subcontractor desires to propose changes to the contract.
Complete tasks and update the deliverables timetable within the program?s project management software and produce status reports for the Employ Milwaukee executive leadership team as requested.
Coordinate with the fiscal team to ensure the subcontractor's invoices for payment meet standards and request the subcontractor make corrections and/or submit new invoices when clerical or other errors are detected.
Prepare memoranda for the record covering all between the with the Subcontractor and forwards copies to his or her supervisor.
Assure that changes in work under the contract are not implemented before written authorization or a contract modification is issued by his or her supervisor.
Assist with site visits as needed to the Subcontractor's facility to check subcontractor performance to include: (1) actual performance versus scheduled and reported performance (2) changes in technical performance which may affect the Subcontractor's financial status or create personnel difficulties; (3) verification that the employees charged to the contract are actually performing work under the contract.
Assist with the execution of communication strategies and activities by participating in meetings and conference calls with partners, and contributing to performance reporting.

$48,027.20 to $60,028.80 Level 213
