The Program Specialist provides programmatic and technical support in the planning, development, implementation and monitoring of the SBIRT grant. The grant is focused on making screening, early identification, and evidence-based interventions universally available for adults in primary care and community health settings for substance misuse and Substance Use Disorders (SUDs). The SBIRT program is part of HPCA?s integration of primary care and behavioral health practices into an efficient and effective system of health care. The ideal applicant is a quick learner that is interested in program implementation and providing support to our Community Health Centers in prevention related activities. The position description is as follows:
Primary Responsibilities: The SBIRT Program Specialist provides programmatic and technical support in the planning, development, implementation,and monitoring of the Department of Health (DOH) Alcohol and Drug Abuse Division?s (ADAD) Screening, Brief Intervention, and Referral to Treatment (SBIRT) grant.
Essential Duties: * Provides programmatic and technical support for the SBIRT grant including, but not limited to, planning and implementing grant strategies and activities, providing training and technical assistance, coordinating related activities, and monitoring progress. * Implements day to day program activities and works closely with team in fulfilling the DOH SBIRT grant strategies and activities. * Provides practice facilitation and technical assistance on clinical implementation of SBIRT strategies, clinical measurement, and clinical community linkages with participating Community Health Centers (CHCs). * Identifies and utilizes a public health approach in the development and implementation of strategies and related clinical interventions for the prevention, identification, and treatment of substance use disorders. * Conducts reviews and research of evidence based models and promising practices, and translates to support programmatic implementation. * Assists and supports in data collection and reporting. Creates summary reports to support improvement. * Develops reports, presentations, and graphs for presentation of data and other information to technical and lay audiences to facilitate implementation of SBIRT grant activities. * Works closely with ADAD grant leads and related partners in the overall implementation of the SBIRT grant. Provides suggestions regarding programmatic and service delivery improvements that may enhance the overall system of care.
Other Duties: * Collaborates with other TTA members for training and technical assistance and assists other HPCA teams as needed. * Effectively represents HPCA in a wide variety of settings. * Other duties as assigned.
Working Conditions: * Work Hours: Full time, 40 hours per week with a projected end date of September 30, 2018. Continued employment is dependent upon grant funding, which is eligible for annual contract extensions through September 30, 2021. * Working Environment: Indoor, office setting.
Equipment Use: computer, fax, copier, phone, various office equipment.

Communication Demands: * Understand Mission and Vision of the HPCA. * Must be able to read, analyze and interpret English, and write reports, and develop and deliver presentations. * Capable of effectively responding to questions from healthcare professionals, state departments and agencies, association partners, and the general public. * Must be able to interpret health and policy related information and translate it to a wide variety of audience. * Ability to articulate objectives of HPCA programs to internal and external stakeholders and understand the objectives of the other HPCA teams.
Minimum Qualification Requirements:
Skills /Knowledge: * Demonstrated leadership, professional image, good judgment, and diplomacy. * Ability to maintain cordial, professional relationships with all staff, HPCA board and members, and general public. * Understanding of Hawaii?s cultural dynamics and ability to work with people from a wide variety of ethnic, educational, and professional backgrounds. * Quick learner with a high motivation and ability to work in a demanding work environment with constantly shifting and changing priorities. * Ability to work effectively and cooperatively with co-workers. * Ability to develop budgets. * Ability to manage contract and grant budgets. * Must be able to use various computer software including Excel, Word, Power Point, and Outlook. * Self-motivated and directed; ability to work independently with minimal supervision. * Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. * Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. * Excellent planning, coordination, and organization skills. * Time and priority management skills; ability to multi-task. * Strong decision-making and problem analysis skills.
Education: * Bachelor?s degree from a four-year college or university and major work in one of health sciences, behavioral sciences, social sciences, or related field. Three years of experience working in a behavioral health (mental health or substance abuse) setting may be substituted for degree. * Master?s degree in social work, psychology, or counseling is preferred.
Experience: * At least two years? experience in public health, social services, counseling,or program coordination. * Two years? experience working in a team Skills and Experience: * Experience working in or with Hawaii Community Health Centers and familiarity with Hawaii?s healthcare environment and public health system of care. * Comprehensive knowledge of clinic operations within Hawaii?s Community Health Centers. * Knowledge of clinical settings, processes, workflows and culture. * Expertise in quality and performance improvement strategies. * Certified Substance Abuse Counselor or knowledge or experience with Substance Use Disorders.
